Workflow for QM task

All,

I was setting up workflow for QM notifications. 

I have configured SWU3, done configuration of activate workflow for QM

I get the following message

Error processing following event linkage:
QMSM RELEASED WS20000314

Following error occurred:

Message text:
Workflow definition of task 'WS20000314' cannot be activated
SAP System: ES4
Client: 210

Event container appended as attachment.

Event linkage with errors deactivated.
